The Delegate Howard P. Rawlings Guaranteed Access (GA) Grant is a need-based grant that provides financial assistance to eligible applicants enrolled at Maryland postsecondary institutions for educational expenses.
Application Timeline
Consideration Deadline: Students must submit their 2026-27 FAFSA or MHEC One-App by March 1, 2026 in order to be considered for the Guaranteed Access Grant.
Award Date: Awarding is anticipated to begin the first week of April 2026, and will continue until all funds have been exhausted.
Documentation Deadline: The deadline for all documentation is August 1, 2026. Not every student will be required to submit additional documentation.

The Educational Assistance (EA) Grant is a part of the Delegate Howard P. Rawlings Educational Excellence Awards and is a need-based grant that provides financial assistance to eligible applicants enrolled at postsecondary institutions for educational expenses. A student may receive an award of up to $3,000 for up toβ four years.

To be eligible for the Delegate Scholarship, a student must:
File the FAFSA by March 1st.
Be a Maryland resident. (If you are a dependent student, your parent(s) must also have Maryland residency.)
Enroll as a full-time or part-time (6-11 credits per semester), degree-seeking undergraduate or graduate student.
Re-apply each year you wish to be considered for Delegate Scholarships. These awards are not automatically renewed.
Maintain Satisfactory Academic progress.
To be eligible for the Senatorial Scholarship, a student must:
File the FAFSA by March 1st
Be a Maryland resident. (If you are a dependent student, your parent(s) must also have Maryland residency.)
Enroll as a full-time or part-time (6-11 credits per semester), degree-seeking undergraduate or graduate student.
Maintain Satisfactory Academic Progress.
The Teaching Fellows for Maryland Scholarship provides financial assistance to students who pledge to work as a public school or public prekindergarten teachers at schools in Maryland upon completion of their studies in a high-needs school or in a grade level or content area in which there is a shortage of qualified educators.
Application Timeline:
· Opening Date: The 2026-2027 academic year application opens on January 15, 2026, for high school seniors graduating in Spring/Summer 2026 and other applicants who will be attending college in the upcoming 2026-2027 academic year.
· Closing Date: The 2025-2026 academic year application will close on April 1, 2026.
· Notification Date: While specific notification dates are not provided, applications are reviewed on a rolling basis, and applicants are advised to submit all required materials promptly to ensure timely processing.
The Edward T. and Mary A. Conroy Memorial Scholarship Program provides student financial assistance to certain Maryland residents due to their eligible military or public safety service or due to their eligible family or marital relationship to such an individual.
The Jean B. Cryor Memorial Scholarship Program provides financial assistance to eligible children and surviving spouses of school employees who, either died or sustained an injury that rendered the school employee 100 percent disabled, as a victim in an act of violence occurring in the line of duty.
