Elizabeth Embry is a lifelong Baltimorean and a dedicated public servant whose career spans local and state government. A proud graduate of Baltimore City’s public schools and City College, Elizabeth went on to earn degrees from Yale University and Columbia Law School. She has served in senior roles under two State’s Attorneys, two Mayors, a Governor, and the Maryland Attorney General, gaining deep experience in public safety, criminal justice, and policy development.

Elizabeth began her legal career in the Baltimore City State’s Attorney’s Office, where she rose to Deputy State’s Attorney. Under her leadership, the city saw a historic drop in homicides, with the annual murder rate falling below 200 for the first time in over 30 years. She championed criminal justice reform, including alternatives to incarceration for non-violent offenders, and led efforts to secure high conviction rates for violent crimes. She also served at the Maryland Department of Labor, Licensing, and Regulation, focusing on job creation and economic development, and gained valuable insight into city governance during her time at City Hall.

In 2022, Elizabeth was elected to represent District 43A in the Maryland House of Delegates, beginning her term in January 2023. She currently serves as University Counsel and Director of Special Projects at the University of Maryland, Baltimore. Her work includes advising on legal matters and contributing to institutional risk management. She also continues to advocate for the arts and artist rights, notably sponsoring legislation to protect public artists' copyright and ensure the registration of commissioned artwork with the Maryland State Arts Council.
