Neil Feather was born and raised in Sharon Pennsylvania. He received a BFA from Pennsylvania State University in 1978 and an MFA from the University of Montana in 1980.

Neil is internationally known as an inventor and performer of experimental musical instruments. He is a founding member of Baltimore's Red Room Collective and the High Zero Foundation.
